Basel II capital rule OK'd by U.S. regulator

A key U.S. bank regulator approved an international accord on Thursday that puts in place new risk and capital management requirements for big U.S. and foreign banks.Comptroller of the Currency John Dugan said the accord, known as Basel II, is a critical part of U.S. banking agencies' plans to update their regulatory capital rules.
The accord sets up rules designed to ensure a bank holds capital reserves that are appropriate to the risk the bank exposes itself to when it lends and invests. "Our current risk-based capital rules are simply inadequate in addressing the complex risks inherent in our largest institutions," Dugan said in a statement.
