Buba's Zeitler says Basel surveillance framework needs refining, not rewriting

The Basel framework on banking surveillance requires refining rather than rewriting in response to the financial markets crisis, said Bundesbank Vice President Franz-Christoph Zeitler. Speaking at a Bundesbank symposium, Zeitler said the current Basel rules have proved their worth in the face of the financial market turmoil.

The supervisory institutions "must learn from the crisis", which should not prompt them to take the stance of deregulating during good times and "re-regulating" during bad. "Therefore I am also sceptical of moves to prepare a kind of Basel III regulation," he said. The banking industry is currently implementing the Basel II accords, which include a tightening of capital adequacy norms.
