Andrew von Eschenbach, commissioner of the U.S. Food and Drug Administration, picked a poor time to start shutting down his agency's testing laboratories.

Outbreaks of illnesses from foods produced here and aboard have been grabbing a lot of headlines lately. Congress is making inquiries, and the emerging portrait is of a regulatory system that's fragmented, weak, understaffed and outmaneuvered.

Last month, President Bush announced the formation of a Cabinet-level panel charged with looking into deficiencies and gaps in the system for inspecting imported products. The Working Group on Import Safety will be led by Health and Human Services Secretary Michael Leavitt and is expected to report back in 60 days.
