The USA Patriot Improvement Reauthorization Act of 2005 directed the Department of Justice Office of the Inspector General to review among other things, "the effectiveness and use, including any improper or illegal use, of national security letters issued by the Department of Justice". The act required the OIG to conduct reviews of the Federal Bureau of Investigation's use of security letters(NSL) for two separate time periods.
