The annual Federal Information Security Management Act (FISMA) grades for each agency are announced every year with a lot of fanfare and press coverage. The media gleefully reports the grim state of affairs at the federal agencies, and portrays these grades as the ultimate benchmark for measuring the security of federal agencies. The grades are in for 2006, and the federal agencies were graded with a C- for security, a slight improvement over 2005's D+. Regardless, it sounds pretty dire, doesn't it?
