Too often the CMS makes changes without recognizing geographic differences in management, documentation and outcome measures even within a small area.

Although electronic health records may facilitate documentation, there are no uniform platforms for the various systems to interface with each other. Unfortunately, HIPAA rules prevent sharing information between the various provider groups.
