Blessing: HIPAA is the primary federal regulatory act that protects individuals from having their medical information becoming public. Without it, commercial entities (managed care payers, pharmaceutical and medical device companies, etc) would have access to personal data to exploit information for economic gains without benefit to individuals. HIPAA regulations require IRBs (internal review boards) to design and monitor clinical trials with assurance that the privacy of individuals choosing to participate in clinical trials are protected.
