HIPAA Stimulus Rule Doesn't Apply to Them Says Microsoft, Google

A provision in the American Recovery and Reinvestment Act of 2009 expands HIPAA medical privacy regulations to third-party data repositories, personal health records and health data networks by making them business associates of health care providers and health plans, BNET Healthcare reports.According to the law, any organization involved in the electronic transmission of "protected health information" to any group already covered by HIPAA medical privacy regulations, or to any business partner of a covered entity becomes a "business associate" and is therefore subject to the same privacy and security rules as those they contract with.
