Although 15 states regulate crane operation, Texas remains hands-off. And Houston hasn't stepped in to fill the regulatory void. But that could change as officials re-examine local laws after Friday's fatal accident at the LyondellBasell plant. The deaths and injuries prompted some officials to call for more city regulation of cranes. "It's a public safety issue, and we're too lax," said Councilmember Peter Brown, a licensed architect.
