Candi Sumlin wept when she heard the federal government had proposed a $65,450 penalty for American Air Specialists of Mississippi - a company her cousin was working for when he and two others were killed during a March 21 trench collapse. "No matter what happens to them it's not going to deal with the pain," she said, referring to the loss of her cousin, Leonardo Navarro Diaz, 30. "No matter what they get fined, it's not going to matter; we lost a family member. It could've been prevented if they (had) used the correct safety procedures by law."

The Occupational Safety and Health Administration said Friday that American Air Specialists had been charged with one "willful" and four "serious" safety violations in the collapse.
