Five years later, proponents admit SarbOx goes too far

On this, the fifth anniversary of the Sarbanes-Oxley Act, I read that London recently surpassed New York City as the world's financial capital. More financings are being done these days in the City of London than on Wall Street.

Surprised? Why? Five years ago, many experts predicted the demise of Wall Street while Sarbanes was racing through the halls of a panicked U. S. Congress faster than you can say: "Every action has an equal and opposite reaction."
