In the first few years of its life, Sarbanes-Oxley was quite the terrorizing toddler.

The new corporate governance law, with its complicated accounting provisions and costly compliance requirements, tried the patience of even the most experienced executives. For years, they complained loudly and often about the new law, which included the most sweeping corporate reforms since the 1930s.

But today, almost six years after its enactment, business lobbyists have found a way to channel the power of SOX. They’ve made the once-reviled law into the linchpin of an ambitious campaign to boost American competitiveness in the world economy.
