The U.S. Treasury Department's blueprint for overhauling financial regulations is already being ripped apart, but it deserves a bit more respect for looking at modern business markets as a whole.

Its broad observations and ideas for consolidating oversight authority and inventing new agencies and lines of control are still very much in the concept stage. This "big think" project began a year ago, and Secretary Henry Paulson himself is advising against adoption of new schemes until after the housing and credit crises settle down.

Certainly there's enough work and anxiety already as the Federal Reserve and other institutions down to state and local governments react to failures and foreclosures.
