Solving the Federal IT Paradox: Delivering E-gov solutions, embracing EA and IPv6 –While Maintaining Security and Compliance
Lumeta The E-gov Act directs federal agencies to improve information sharing, reduce costs and assure greater accountability
to citizens.To achieve this vision, IT executives must implement solutions defined by E-gov’s
Federal Enterprise Architecture (EA), as well as recommendations from the EA’s lines of business.
Constant network change is required to deliver new E-gov applications, as well as to modify existing
applications to align with E-gov objectives.While creating an efficient EA will simplify deployment and maintenance
of E-gov applications, building the underlying infrastructure is a painful process – particularly given
the highly regulated business technology environment that predominates federal IT. An example of these
competing priorities is the mandated migration to IPv6. Without incremental funding, federal agencies must
transition to this protocol while avoiding introduction of risks that may compromise service availability or
network security.
EA and IPv6 initiatives are being executed at the same time agencies are struggling to comply with the
Federal Information Security ManagementAct (FISMA) and OMB 123. Ironically, agencies’ compliance efforts
introduce constant change to the network that,without proper validation,may adversely impact compliance
scorecards.
