This paper provides the assessment of HHS' ongoing effort to develop and implement the integrated UFMS at CDC, FDA, and PSC, and focuses on whether the agency has effectively implemented key disciplined processes in the development of UFMS to provide reasonable assurance that UFMS meets its cost, schedule, and performance goals; implemented effective investment management, enterprise architecture, and security management to support UFMS efforts; and taken actions to ensure that HHS has the human capital needed to successfully design, implement, and operate UFMS.
