This testimony summarize the federal government's overall information security progress and challenges as discussed in the Office of Management and Budget's (OMB) report to the Congress on fiscal year 2003 FISMA implementation released on March 1, 2004. It also discusses the reported status of efforts by 24 of the largest federal agencies to implement federal information security requirements, as well as opportunities for improving the usefulness of agency-reported FISMA performance measurement data.
