The Government Information Security Reform Act of 2000 (GISRA) brought together existing IT security requirements in previous legislation, namely the Computer Security Act of 1987, the Paperwork Reduction Act of 1995, and the Information Technology Reform Act of 1996 (Clinger-Cohen). This paper fulfills OMB's requirement under the Federal Information Security Management Act (FISMA) to submit an annual report to the Congress on agency compliance with IT security requirements in law and policy. FISMA directs Federal agencies to conduct annual IT security reviews and Inspectors General (IGs) to perform annual independent evaluations of agency programs and systems and report their results to OMB and Congress
